Provenance was missing on tumblr, but this appears to be a crop of a cover of a story collection called The Telzey Toy by American science fiction writer James Henry Schitz (1911-1981).

Cover found here. The illustration itself appears to have been done by the American science fiction artist Frank Kelly Freas (1922-2005).
