Human Sacrifice is frequent problem for pulp characters. Whether it’s cults hidden among society’s upper crust,
Or working-class cults,
Or middle-class bureaucratic cults,
Or satanic cults,
Or Asian cults of yellow peril,
Or jungle cults,
Or lost civilization lesbian cults,
Or… whatever this is
Or just generally shadowy cults,
Of course, some cults like to mix a little torture in with their sacrificing,
While attractive women are the usual offering, many cults prefer to sacrifice men,
And very rarely, someone actually dies!

The provenance on this image is a bit mysterious. It certainly has been used in a lot of different cover illustration. For example, this German one
Found here, or this Italian one
found here, and this Spanish-language one
found here.
